Responsible for the Training and Technical Cooperation in the World Trade Organization and supervising all activities of this Division, including its human and financial resources. In this regard, in charge of : leading and supervising the work of the Institute for Training and Technical Cooperation , including ensuring the effective implementation of the work programme, setting priorities and quality control and the management of its human and financial resources; giving technical and policy advice to the Chairperson of the Committee on Trade and development, as well as to delegations to the WTO and to WTO Senior Management; Assisting and providing expertise to dispute settlement panels; planning and overseeing WTO's training and technical cooperation activities; and representing WTO and the Division in major Conferences.Supervision and organization of 490 technical assistance activities in 2008.

Major achievements: 1) Strategic repositioning of the Institute of training and Technical Cooperation (ITTC): Trade capacity building is recognized as a core function in the World Trade Organization. Following an open ended and participatory reflection process, two retreats were organized, a mission statement was developed and approaches for enhancing the quality and streamlining some of the products agreed. Particular emphasis was put on the WTO's role in coordinating Trade Related Technical Assistance. The outcome of this process was reflected in a strategic paper, highlighting the main outcomes and resulting in a clearly defined mandate, which was endorsed by senior management, and which provided the basis for implementation. 2 ) Restructuring of ITTC: ITTC was restructured with in a more coherent structure with clear lines of responsibility. The new structure was the outcome of internal discussions with staff and followed a participatory process, which allowed its smooth implementation, without major difficulties. 3) Strengthened coordination of technical assistance: One of the key challenges was the enhanced coordination of activities within the WTO. To that effect, various mechanisms were established for a strengthened day to day coordination, with a view of bringing synergies between products and programmes. A practical guide on TRTA was developed and circulated through; the data base on TRTA further consolidated and enhanced; the data base on consultants was completely overhauled and renewed; and periodic reports circulated with an overview of the activities for the three months to come, as a basis for coordination. The interaction between the regional desks and WTO Divisions was further strengthened, with a view of enhancing efficiency in the delivery of TRTA activities. 4 ) Increasing coherence in the Technical assistance activities: Coherence in the design and the implementation of all activities was further strengthened with a view to ensuring better inter linkages between the products and their execution, thus ensuring that all policy approaches are fully coherent. Synergies between the products would enhance the efficiency in the delivery and its expected positive impact. Three training levels were identified with specific solutions based on a multi-modular approach and "progressive learning" being put in place with the aim of promoting higher levels of learning. The sequencing will be e-Training, RTPCs and Geneva-based courses. 5) Coordination with other agencies: An important effort was made to increase the coordination with donors, beneficiaries and other agencies how to better share information on trade capacity building programmes, and how to establish bridges and linkages between existing databases, coordination mechanisms and tools, so as to enhance synergies between programmes. Different meetings were organized to have a better coordinating mechanisms, both at the agency and bilateral level and a follow up mechanism was put in place. 6)  Academic cooperation: A new programme called the WTO (WCP) chairs was launched. This programme seeks to enhance knowledge and understanding of the trading system among academics, citizens and policy makers in developing countries by stimulating teaching, research and public debate on international trade and trade cooperation at the level of higher education and research institutions. The ultimate objective of the programme is to contribute to coherent domestic trade policy and effective participation of developing countries in the multilateral trading system. 7) Improve communication and visibility: The twin objectives of enhancing ITTC's communication and visibility were enhanced through the organization of two open day events, which were well attended and the publication of the Newsletter. 8) Enhancing the eTraining: The eTraining was enhanced in the activities of ITTC and new modules were developed.

In this regard, in charge of: formulating and implementing the substantive work programme of the Division; preparing and supervising ECA 's main economic publications, including the annual Economic Report on Africa; servicing the Conference of African Ministers of Finance and Planning; leading and supervising the implementation of the work programme of the Division; undertaking and overseeing the administrative tasks of the Division; managing the human and financial resources of the Division; and representing ECA and the Division in major conferences.

Major achievements in terms of analytical work, policy development, management, resource mobilization, and communications. Regarding analytical work, developed and strengthened the analytical capacities of UNECA by developing new technical economic tools including a macroeconometric model and a CGE Model; publication of the Economic Report on Africa (ERA) and other main reports on economic development and challenges facing African countries; launched a monthly research seminar; edited major books on trade and finance issues; played a major role in developing UNECA strategy on Knowledge Management in Africa; and launched the Annual Conference of African Economists. At the policy level, developed a strategy to translate the results of the Division's analytical work for policymakers; build technical units dealing with trade and economic policy in some African ministries; organized training workshops for high-level officials; substantively serviced the annual Conference of African Ministers of Finance and Planning, and briefed the Ministers on emerging issues on development. At the management level, implemented the work programme of the Division at a high rate (above 95%) and in a timely manner; acted as Officer-in –Charge of UNECA on several occasions during the absence of the Executive Secretary and his Deputy. In terms of resource mobilization, built good relationships with the donor community, served as member of the Task Force for ECA Business Plan (2007-2009); and managed a major project financed by donors ($5 million). Finally, concerning communications, continued the publication of a monthly newsletter sent to 5,000 people around the world, and published articles in referred academic journals and chronicles in different newspapers.

Organized major meetings of African trade negotiators; launched the African Trade Policy Center – a $5 million project funded by different donors; finalized a major report on Regional Integration in Africa and launched and finalized 15 major studies on trade related issues.
